The Emperor has nothing new to wear so a contest is announced. Tailors from all over the frozen land come to bring him their latest creations along with two shifty polar bears intent on duping the kingdom out of all their riches. These wily bears concoct a fantastical tale of a magical cloth that only the very intelligent can see...so of course the Emperor demands they make a fabulous costume out of it for only him.
